Since
1994 Angola operates a monitoring cargo system which means that every
commodity loaded to this country has to obtain prior of shipment
a so called « Loading Certificate » from the CNCA representative
at the port of loading.
CNCA is the Angolan
government agency that regulates the implementation of Decrees N° 19/94
dated 28th January 1994 and 68/95 dated 22/12/95 and both published
in the Status Book of Angola.
CNCA regulation requires that shipper comply with following procedure:
1. Once cargo is ready to be shipped, exporter must contact its local
CNCA representative to obtain a Loading certificate blank form and to
fill in required information,
2. Along with a copy of concerned B/L this document
is then given back to the CNCA representative who will calculate the
amount of taxes to
be applied,
3.
On reception of concerned funds each Certificate receives a serial
number and is duly signed and stamped by the official CNCA’ s
agent,
4. Certificate is then released to exporter or its representative.
Each Bill of lading must correspond to one Loading certificate.
If cargo is landed without its relevant Certificate, clearance is not
possible and a fine of US$ 5.000 is levied.
As of to-day, CNCA taxes are as follows:
• 20 ft containers
: US $ 100 per container
• 40 ft containers : US$ 200 per container
• Bulk / conventional cargo : US$ 5 per W/M
